These give you +2 intellect and +1 to the power of Slow and Haste. Does the latter mean those two spells will be enhanced even on expert mastery?

I think that it would, i don't see any reason why not... Other things that affect the power of spells work on expert lvl too, so why not this?

yes they do add +1 to haste on lvl 3 and -1 to slow on lvl 3
