Level 3-4 - Leadership not going up?

Hey all, I just started my second playthrough, and I noticed something just as I hit level 4. My leadership was at 704 before AND after the level up, so I obviously didnt get any leadership that level. If it matters i'm a Warrior and I havent chosen any leadership boosting skills, but I do have a +20 and a +100 leadership item.

Is this a bug? Am I missing something here?

Your leadership doesn't increase simply from leveling up. It only goes up if you are given the option and pick it.
