Does anyone know of a good up to date voice recognition for game control, such to control AI wing man and in game communications?

Have you tried VAC (Voice Activated Commands)? (http://http://www.dwvac.com/index.html)
It is not a freeware, but it's cheap ($ 18 ), and the trial period is for 14 days.
With VAC it's easy to create and edit profiles for all sort of games, and it works very well in IL2: I'm using it since several years ago, and it helps me a lot to command my AI wingmen avoiding to use the console.

Another VAC happy user here, for IL-2 and CloD

Yup! VAC rocks. One caveat is beware of having things like "bail out" or "lower landing gear" on VAC. I only use it for AI commands personally. I suppose it might also be realistic to assign commands that you might give a co-pilot, just be careful of the obvious possible pitfalls. VAC is good, but it's not perfect!

I may be remembering the limitations of another program but doesn't VAC limit you to the default directory location that IL-2 1946 uses when 1946 is installed?

AFAIK, VAC doesn't limit you to a specific game or application.
You can create as many profiles as you need for different games, or for different ways to play the same game.
I use VAC with IL2-1946 as well as with LOMAC-FC2. I only need to open VAC and to load the profile for the game that I want to play; then I open the game, and use VAC in-game when and how I need it.
You can file the VAC's .exe file in C:\ , having IL-2 or any other game filed in a different HD. It doesn't matter: VAC will work with the program you are currently running, accordingly with the profile you've loaded before.

As I understand VAC is based on MS Speech Recognition software, which is only available for a few major languages (not even for Russian or Italian). Is anyone among you (or do you know of someone) who's using it successfully on a non-English OS? (I mean English Speech on a Dutch OS, or German on a Russian OS, and the like.) Thanks
Edit:
Theoretically it's impossible. OS language and recognition language must be the same (http://support.microsoft.com/kb/934377).
Still, it's possible to have multiple OS languages, enabling you to switch from one language to the other, but this is only available for Ultimate and Entrerprise editions of Windows (http://windows.microsoft.com/is-is/windows/answers?tId=0a859099-a76d-4799-abe9-847997399927)
So, any hack or workaround?
