I've heard that the character level is capped at 30. Is this correct? If so, can you reach it by simply clearing everything of all enemies or are you required to take the Learning skill to rank 2 or 3? Also, are there any battles that can be repeated or any point that enemies respawn?

Yes the max level is 30. As far as I remember, you can reach it simply by killing every enemy. You can fight with pirates (on ships) on Islands of Freedom for many times.
