I read somewhere that it will be released in 2013 but i'm not so sure about that.

No exact date has been given that I've read about yet. What I've read is 2nd Quarter 2014.

2)Around where is the game going to happen (chernobyl?)
Old Moscow territory / area or New Moscow (some city that starts with a "P") (Edit: Pobedograd).
