Block arms without locking the fuel.

I need to block the loadout of weapons without blocking the fuel. This is possible in the current patch?
There is possibility to deploy it in a future patch?

I need it to use without dedicated server. I'm building a system with the old generator Bellum War! I need to lock this in the mission file.
