second core running maxed out on i5 2500k, non oc, getting slight stutter every once in a while?

What do you mean? Is this occurring with IL2?
If so, then i think you'll have to search for the cause in drivers, OS, Other software running, Hardware conflicts, etc.
On i5 the game should work without problems. I did run il2 for a long time on a pentium4 and a pretty good graphics card, without performance issues.

What OS do you use? XP/Windows7? And how much memory?
