VCruntime140.dll error
My Windows 7 64bit pro machine needed to have visual studio 2015 packs installed 64bit AND x86(32bit) downloads. Maybe 32bit Windows only needs the x86. They are free from Microsoft

Earlier visual studio than 2015 does not have the needed .dll files for 4.15
