How to install the cold war mod?

No matter how much I extract the rar files into the mods folder, it never works. Any help?

Are you saying that when you go to activate the mod, it's not in the mod options,

or that after you activate the mod you can't play it.

I've installed the mod, extracted it, put in the men of war mods folder I made.
Still won't show up- does it work on any version of windows? and I have the disc, so maybe I have to rename some folders?

I still am having issues getting it to work :/
