i cant buy in weapon shop

i have a dumb question
i yust start game with patch and BSM
but after few small quests i visit Olvega and notice that i cant buy weapon from weapon shop
is no dialog choice for buying from weapon master?
do i have gain their trust or do something else to be abkle buy anything from weapon master in |olvga?
pleas help

It is normal that you cant buy weapons from the weapon master at Olvega. Later in the game you can buy there.

Go to the bar and talk to the guy's inside ;-).

Every Bar has a weapons store and also there are 'con men' who are basically just dealers in almost every town.
