When I start the game the opening screen and loading screen is fine.

However when I actually get into the actual game the speed of character

movement and attack speed is very slow. kinda like those in matrix like

slow motion. like youre swimming through air or something. I tried setting

all options to minimum but it still doesnt fix the problem.

I use Windos XP Black edition

with Intel Dual core T3400 @ 2.16GHz 1.82GB RAM

with graphic driver of Mobile intel 4 series express chipset

The only thing that comes to mind is that you don't actually have a video card (http://en.wikipedia.org/wiki/Video_card). I looks like you're just using the on-board GPU (http://en.wikipedia.org/wiki/Gpu). That severely limits the amount of games you can run smoothly.

I'm attaching the dxdiag analysis on graphics

Hello,

I must agree. With a build in graphics chip you wont be able to play any of todays games with satisfying results, because these chips normally perform very bad at any 3D animations.
By the way, am I right that you're using a notebook? This could be a problem, because not every notebook can be upgraded with real graphics cards.
If you want to play modern games, you normally don't come around buying a stationary PC.
