Stealthy recon? *spoilers*

I've recieved a mission to do a stealth recon/meeting in an imperial system. But whenever I enter the system I recieve a message (withing a few seconds of entering) that the enemies have detected me.

I've equiped both my mothership and the only active fighter with a stealth system but they don't appear to be working at all.

Is the mission supposed to be a failiure?

It took me a few tries to figure out what to do. You don't need to equip any craft with a cloaking device, and not to launch fighters. (You can disable the auto-launch in options). Conduct the recon with your mothership. It helps if you have the best scanner, so you'll be able to see their patrols. And press 'V' twice in map mode, to see scanner ranges.

Edit: Although you do get a slightly different ending if you fail that quest.
